A web app can request camera and microphone access and record with browser APIs. This is a feature the builder needs to add to your app, not something every upload field automatically does.
Ask for a record button, a clear recording indicator, a stop button, a preview before saving, and an option to upload an existing file instead. Decide who may read the saved videos before accepting customer submissions.
Test the actual devices
Camera access needs a secure page and the user's permission. Test the published HTTPS address directly as well as Preview: an embedded preview can have different camera permissions.
Do not promise a fixed format or HD quality on every device. The browser, camera and supported recording formats affect the result. Test on the iPhone, Android and desktop browsers your audience uses, including denied permission and interrupted uploads.
The builder should choose a format the browser supports and save the resulting file through your app's upload flow. A recording that plays locally is not proof that the upload completed. Confirm that it can be opened after reloading the page.
