Unpublish a live app from Deployment Center, Partner API, and MCP

Take a published app off its live production URL and return it to an unpublished state from Deployment Center, the Partner API (/api/v1/managed_apps), and the MCP connector. Deploy exists on those surfaces today; Unpublish does not.
