Pause billing for one app subscriber, then resume it

Let an app creator stop charges for one person already on a paid Overskill Payments plan, keep their access, and start billing that same person again later. A checkout discount code and a plan free trial do not do this: the code applies when someone checks out, and a trial applies to new signups for a fixed period.
