Proctor

Proctor is the examinations office's own record of how public examinations are sat, invigilated, kept secure and investigated when something goes wrong — the file the exams officer maintains on behalf of the head of centre, and the one an awarding body or inspector asks to see. It holds the examination timetable and series with each component's paper code, date, published start time, duration and entry count, and the candidate entries register with candidate numbers, unique learner numbers, the components each candidate is entered for and any late-entry fee. The access arrangements and reasonable adjustments file records every approved arrangement — twenty-five per cent extra time, a reader, a scribe, a word processor, separate invigilation, supervised rest breaks — against its evidence of need, the assessor's report, the approval reference and its expiry. Rooms and seating plans give each room its capacity, the minimum spacing standard and a seat-by-seat allocation, rendered as a drawn plan in which each desk is keyed to the arrangement that applies to the candidate sitting at it. The invigilator roster assigns invigilators per session against a required ratio, with training currency and a conflict of interest flagged wherever an invigilator teaches the subject. The question-paper security log is the file's spine: secure-storage safe openings signed by two people, packet seals checked, opening times recorded against the permitted window and any breach raised as such. Script dispatch counts, bags, tracks and despatches scripts against the awarding body's deadline. The malpractice case register runs candidate and staff cases from allegation through evidence and interview to the form submitted, the awarding-body decision and the sanction, alongside special consideration applications, an incident log covering late arrival, illness during a paper, fire alarm and timing errors, an appeals and enquiries-about-results record, and the centre inspection's findings. A candidate portal shows one candidate their personal timetable, room and seat, approved arrangements and results-day information. Designed in the lineage of 1960s mimeograph and carbon-copy duplicating stationery crossed with strict bureaucratic form design — cold blue-grey paper, duplicating violet ink and one signal red for breach, every datum set inside a printed hairline form box with its caption in the corner, rubber-stamp blocks for state, dashed perforation rules between sections and a carbon-offset second impression behind the heading.
