The signature Calculation Engine refuses to assert a number: for every reuse it sets out the applicable agreement and article, the base used — the applicable minimum salary, the fixed-residual ladder step, or the distributor's gross receipts — the deductions allowed before the percentage applies with each one named and quantified, the rate applied with the guild it belongs to, the run or step number where a ladder governs, the pension, health and welfare contribution computed on top at its own percentage, and the total payable, written as a visible worked calculation line by line with every subtotal closing to the one beneath it, and the fixed-residual ladder itself drawn as a discrete density step wedge with each patch carrying its step number and rate. Behind it: a Title Register holding each picture's production number, season and episode, type, producing company and current rights holder with the date of assignment, the agreements it was produced under, domestic and foreign release dates, whether it still sits inside its first fixed-residual cycle or has crossed into percentage-of-gross, cumulative residual paid and reserve held, flagged for ASSUMPTION AGREEMENT MISSING, NO CAST LIST LODGED, DISTRIBUTOR REPORT OVERDUE and TITLE IN AUDIT; Reuse Reporting listing every reuse event in date order across free television, syndication, basic cable, pay television, home video, electronic sell-through, transactional rental, subscription streaming domestic and foreign, airline and ship and non-theatrical, each with its licensee, licence term, territory and language versions, the exhibition count or subscriber figure the formula consumes, the gross reported, and the reporting gap in days where the report arrived late; a Participant Ledger carrying every participant's guild and member number, role and credit, share basis, units held against units in the pool, amounts earned, paid and held, loan-out company payments, withholding applied with the state and treaty rate, and the lifetime total on that title; Payment Runs with the period, titles included, item count, gross, deductions and withholdings, net disbursed, the split between direct deposit, cheque and guild-collected, the reconciliation to the trust account, and items rejected with the reason; Unlocatable Participants — the real operational tail — with the last known address and the date it failed, the amount held and for how long, the search steps taken in order from guild records to agent of record to estate representative to published search list, estate claims with the documentation held, and the statutory holding period with the date the funds would escheat and the state they would escheat to; Distributor Reconciliation setting each distributor's reports received against reports due, the gross reported against the bureau's own expectation derived from the licence terms with the variance stated, unreported markets identified, deductions claimed that the agreement does not permit, queries raised with their responses and the amounts recovered after query; Guild Audits and Claims listing each audit's exceptions one by one with the amount claimed and the basis, the bureau's response to each as conceded, disputed or partially conceded with the reasoning, the settlement with its date and amount, interest and penalties, and the practice change adopted so the exception does not recur; and an Agreement Library holding each collective agreement's term and successor, rate tables by market and year, the fixed-residual ladders with every step, the definitions of gross receipts and permitted deductions, the new-media and subscription formulas with their subscriber-tier thresholds, and the reporting and payment deadlines with the late-payment interest rate. Participants get their own portal — every title they are credited on, every reuse that generated a payment set out as the same worked calculation the bureau used, payments made with their withholding, amounts held and why, and a query raised against a specific calculation and tracked.
