Behind each certificate sits the measurement survey that produced it: the measurement line taken at 300mm from the kerb, the measured lap length against the 400.000m nominal with its +0.040 / -0.000 tolerance and the actual deviation stated in millimetres, each lane width against 1.220m +/- 0.010m, lateral inclination against 1:100 and running-direction inclination against 1:1000, the bend radius, every start line and the stagger computed per lane, and the total station's own calibration certificate. The synthetic surface carries its own test report — force reduction against the 35-44% band, vertical deformation against 0.6-2.5mm, core thickness at each sample point against specification, and the age of the surface since last resurfacing. At the meeting, the implement steward's control: every implement presented with its measured mass to the gram against the minimum for the event, diameter and length against their bands, the javelin's centre of gravity against its permitted zone, the hammer's total length from the inside of the handle, the discus rim thickness, the scales and gauges used by serial number, and the result as PASSED FOR COMPETITION, FAILED or POOLED. Failed implements enter the impound register with the defect, the measured value against the limit, the notice issued and the re-presentation outcome. The instruments that judge everything else are themselves held to account: each set of scales and each gauge by serial number and class, the accredited calibration laboratory, the certificate reference, the interval and the next date due with days remaining, the check weights and their traceability, the daily pre-meeting verification, and hard flags for CALIBRATION EXPIRED and NO TRACEABILITY. Also included: record-conditions evidence without which a performance cannot be ratified, technical inspections with their remedial notices, the discus and hammer cage with its 34.92-degree sector and net condition, the scale of fees and certificates issued and revoked, a venue portal where an operator sees their own certificate, deviations and outstanding notices, and the department's own dashboard.
